JUDGMENT

1. For the relief sought in this petition, a Representation (Annexure P-

9) was made on 8th November, 2017 by petitioner to respondent-College. According to petitioner’s counsel, there is no response to the said Representation despite reminder (Annexure P-10) sent on 5th February,

2018. It is brought to the notice of this Court that petitioner is not being allowed to enter the college premises to have access to College Library and the Bank to operate his bank account.

2. Despite service of advance notice, none appears on behalf of respondent-College.

3. In the facts and circumstances of this case, it is deemed appropriate to dispose of this petition with direction to respondent-College to pass a 2018:DHC:3065 W.P.(C) 5004/2018 speaking order on petitioner’s Representation (Annexure P-9) within a period of four weeks from today and to convey its fate to petitioner within a week thereafter, so that petitioner may avail of the remedies as available in law, if need be. Respondent-College is also directed to permit petitioner to have access to College Library and the Bank to operate his bank account and if there is any impediment in doing so, then petitioner be informed in writing about the reasons, so that petitioner may seek appropriate remedy, if required.

4. Respondent-College be apprised of this order forthwith, to ensure its compliance.

5. With aforesaid directions, this petition and the application are disposed of. Copy of this order be given dasti to counsel for petitioner.
