JUDGMENT

1. Present writ petition under Article 226 of the Constitution of India read with Section 482 Cr.P.C. has been preferred by the petitioner – Parivartan Sandesh, a NGO through its Treasurer to direct the respondent to conduct the investigation in the case FIR No.343/2014 PS Sarai Rohilla in a time bound manner.

2. I have heard the learned counsel for the petitioner and have examined the file. It is informed that an FIR No.343/2014 has been registered at PS Sarai Rohilla for commission of offences under Sections 354A/506 IPC.

3. The present petition has been filed by an NGO - Parivartan Sandesh seeking investigation of the said FIR in a time bound manner. When specifically enquired as to where the victim is, 2018:DHC:3249 W.P. (Crl.) 1514/2018 it was informed by the learned counsel for the petitioner that she is untraceable.

4. Nothing has come on record to show if any complaint regarding investigation was lodged by the victim or her family members. Nothing is on record to show if the victim ever approached the petitioner to pursue her case or that the FIR was lodged with their assistance. The petitioner has not explained the delay in filing the present petition though the FIR was registered in 2014. Apparently, the petitioner has no locus standi to file the present writ petition particularly when it has not informed as to what steps have been taken by the NGO to contact the prosecutrix / victim and find out her whereabouts.

5. The petition lacks merits and is dismissed.
