1. Delay condoned. Leave granted.

2. The learned counsel appearing for the appellants has submitted that the relied upon Judgment has already been set aside and remitted to the High Court and since the appellants are also similarly situated persons, the instant case may also be remitted to the High Court.

3. We also find that by order dated 28.11.2017 in Civil Appeal No. 20050 of 2017 and other connected matters, this Court has already remitted the matters to the High Court. 2018 INSC 123

4. In that view of the matter, the Judgment dated 28.11.2016 passed by the High Court of Punjab and Haryana in R.F.A. No.642 of 2016 is set aside and the matter is remitted to the High Court for consideration afresh along with connected matters already remitted to the High Court.
