Dr.Rishi Anand [W.P.(C)No.8134/2017J decided on 13.09.2017.
Accordingly, we allow the present petitions in terms of our decision in Dr.RishiAnand (supra) and the impugned orders are set aside.
The petitions are disposed of alongwith the pending applications
