1. Notice. Mr.Sanjoy Ghose, Advocate waives notice on behalf of the respondents.

2. Heard the petitioner in person and learned Additional Solicitor General appearing for the respondents. It appears that no representation has been made by this petitioner to the respondents prior to the filing of this writ petition.

3. It is fairly submitted by counsel for the petitioner that this petition be directed to be treated as representation and the same be decided by the respondents within a period of three days from today. 2019:DHC:5687-DB WP (C) No.11521/2019

4. In view of this limited submission, we hereby direct the respondent no.1 to treat this writ petition as representation and decide the same in accordance with law, rules, regulations and Government policies applicable to the facts of the case on or before the 05.11.2019.
