JUDGMENT

1. This Public Interest Litigation has been preferred with the following prayers:

“1. Pass order/ orders for removal of Delhi Police from all district courts of Delhi and immediately deployment of CISF or any other appropriate Security forces in all district courts of Delhi at all level.
2019:DHC:7135-DB
2. Direct The NCT of Delhi Or Ministry of Home Affair of India to make immediate necessary arrangements including fund arrangements for deployment of CISF or any other Security Forces in all District Courts of Delhi within the stipulated period of time as fixed by the Hon'ble Court.
3. Direct The District Judges of all district courts of Delhi to submit all records pertaining to incidents such as attack by the police officials on advocates or any other un -wanted incidence/incidences, which has happened in -side the court campus of Delhi District Courts since January 1988 till date.
4. Frame a guideline in the respect of deployment of Security forces in the court campus at all level in District Courts of Delhi.
5. Pass order to formulate appropriate Security Protocol for protection of the entire court campus including court rooms jointly by the Govt. of NOT of Delhi & Ministry of Home affair of India.
6. Any other order/ orders as Hon'ble Court deems fit and proper in the interest of Justice.”

2. Having heard petitioner no. 1 who appeared in person and learned counsel for the respondents and looking to the facts and circumstances of the case, it appears that basically this petition has been preferred for removal of the police from all district Court Complexes at Delhi and for deployment of Central Industrial Security Force.

3. We see no reason to entertain this writ petition because the existing system with the help of police which is going on in the District Courts is sufficient enough to protect the visitors in the District Courts at this stage. Moreover, previously also similarly situated writ petition being W.P.(C) 12103/2019 was also dismissed by this court vide order dated 18th November, 2019.

4. Hence, there is no substance in this writ petition and the same is therefore dismissed.

CHIEF JUSTICE C.HARI SHANKAR, J. DECEMBER 19, 2019
