JUDGMENT

1. The petitioner assails the decision to cancel her candidature for induction into the Central Armed Police Forces[1], on the premise that she suffers from ILVEN/ Inflammatory Linear Verrucous Epidermal Nevus.

2. In this case, the reports of the DME[2] and the RME[3] differ from each other, in so far as the skin condition from which the petitioner is stated to be suffering is concerned. Moreover, it does not appear that either of the Boards includes a qualified Dermatologist.

3. In these circumstances, we had suggested to the respondent that we could dispose of the matter by directing the petitioner to be examined by a Dermatologist who would give her qualified opinion as to whether the petitioner actually suffers from any debilitating skin condition.

4. Ms. Majid, learned CGSC, on instructions, is agreeable to a disposal of this petition with a direction that the petitioner be examined by a qualified Dermatologist in the Army Research and Referral Hospital.

5. Accordingly, let the petitioner be examined by a qualified Dermatologist in the Army Research and Referral Hospital. The Dermatologist would also be provided copies of the DME and the RME reports.

6. The Dermatologist would arrive at an informed decision as to whether the petitioner suffers from any debilitating skin condition as would disqualify her from being recruited in the CAPF.

7. We request the Medical Superintendent of the Army Research Detailed Medical Examination Review Medical Examination and Referral Hospital to have the petitioner examined by a competent Dermatologist on 21 October 2025 for the aforesaid purpose.

8. Mr. Verma, who appears for the petitioner, submits, on instructions, that his client would abide by the decision of the Dermatologist of the Army Research and Referral Hospital. Needless to say, if the petitioner is found medically fit for the post, she would be entitled to be appointed at par with other persons who were found fit and appointed.

9. The petition is disposed of, in the aforesaid terms.

10. Let a copy of this order be e-mailed to learned Counsel for the parties to ensure compliance.
