1. Petitioner appearing in person, after canvassing some arguments, submitted that it would suffice for the disposal of this writ petition if the same is treated as a representation by the respondent No.2 and the grievances ventilated in this writ petition are decided in accordance with law in a time bound schedule. Although the principal grievance in the petition 2020:DHC:2055-DB W.P.(C) No.3413/2020 relates to the notification of the Government of NCT of Delhi dated 7th June, 2020, which is no longer of any effect by reason of an order passed by the Hon’ble Lieutenant Governor of Delhi dated 8th June, 2020, the petitioner states that he has made some additional points which affect the ability of mentally ill homeless persons to access healthcare services.

2. Having heard the counsel for both the sides and looking to the facts and circumstances of the present case, we hereby direct the respondent no.2 to treat this writ petition as a representation. The grievances ventilated in this writ petition shall be looked into by the respondent No.2, especially with regard to the homeless and mentally ill persons, in accordance with law, rules, regulations and Government policy applicable to the facts of the present case as early as possible and practicable.

3. With the aforesaid directions, this writ petition is disposed of. The pending application also stands disposed of.
