Proceedings have been conducted through video conferencing.

1. Present Public Interest Litigation has been preferred seeking the following reliefs: “a. This Petition is made bonafide and for the ends of justice. In the premises aforesaid your petitioners prays b. Send more recommendation to make Honourable Court function with full strength in next six month. c. Kindly send full records for rejection of seniority list on merit to Hon'ble Supreme Court Of India, Government of India and persons (concerned- whose seniority was ignored on sound reason). d. Kindly advise administrative side of Honourable Court to take such appropriate actions, as the Honourable Court deems fit under the circumstance.” 2021:DHC:3138-DB W.P.(C) 7626/2021

2. We have heard the Petitioner, who appears in person and looked into the grievances raised by him. Primarily the Petitioner seeks directions for appointment of more number of Judges to the Delhi High Court, by way of promotion, from the Delhi Higher Judicial Services. Petitioner draws the attention of this Court to the reduction in the number of Benches and also the increase in pendency of cases.

3. Appointments to the Delhi High Court are both from the Delhi Higher Judicial Services as well as directly from the Bar. Since the process of recommending names for direct appointments is underway, we see no reason to pass any further order in the present petition, in that regard, at this stage.

4. In so far as the second aspect is concerned, there are procedures in place for appointment from the Delhi Higher Judicial Services and requisite steps have been taken and shall be taken to ensure filling up of the vacancies as expeditiously as possible. Some names have already been recommended and are pending consideration. In our view, the grievances raised in the petition stands satisfied, at this stage.

5. With these observations, writ petition is disposed of.
