Proceedings have been conducted through video conferencing.

1. Present Public Interest Litigation has been preferred seeking the following reliefs:- “a. Direct the Respondent no. 1-5 to make effective guidelines so that Yulu bikes are not being allowed to be used by any minors, to ensure the safety and security of the public at large; 2021:DHC:3500-DB W.P.(C) 2848/2020 b. Direct the Respondent no. 1 to make necessary amendments in the Motor Vehicles Act, wherein the usage of Yulu Bikes comes under the ambit of the Motor Vehicles Act; c. Direct the Respondent no. 1 to make necessary effective rules for riding Yulu bikes besides making registration and insurance of the Yulu bikes compulsory; d. Direct the Respondent numbers 2 and 4 to ban the usage of Yulu Bikes until guidelines for the operation of Yulu bikes is framed, to ensure the safety of riders and the public at large; e. Direct the Respondent no. 1 to get constructed a dedicated lane for the cycle riders/e-scooter riders in the prescribed zone; f. Direct the Respondent no 6 to refrain its services till a dedicated lane is made for the same.”

2. We have heard learned counsels appearing on behalf of the parties and have looked into the facts and circumstances of the case. We hereby direct the Respondents to treat this writ petition as a representation and look into the grievances ventilated in the writ petition and take a decision thereon in accordance with law, rules & regulations and Government policies, applicable to the facts and circumstances of the case, as expeditiously as possible.

3. With these observations, the writ petition along with pending application is hereby disposed of.
