JUDGMENT
1. The prayer d in this writ petition seeks ante-dated notional promotion and consequent seniority without impleading parties who would be affected.
2. Accordingly, we dismiss this writ petition on the ground of nonimpleadment of necessary parties, with liberty to the petitioner to reinstitute the petition after impleading necessary parties.
