JUDGMENT

1. Allowed, subject to all just exceptions. W.P.(C) 17089/2024 & CM APPL. 72475/2024

2. This petition has been filed by the petitioner challenging the Order dated 13.05.2024 passed by the Director General of the Assam Rifles, Shillong, informing the petitioner that the character certificate submitted by the petitioner while seeking appointment as Clerk, PA and Cooks etc. in the Assam Rifles, has not been found to have been issued by the concerned officer.

3. The learned counsel for the petitioner submits that the petitioner has filed representations against the Impugned Order, however, has not received any response. He confines his prayer to a direction to the respondents to decide on his representation in a time-bound manner. W.P.(C) 17089/2024

4. None is appearing for the respondents.

5. Without going into the question of the territorial jurisdiction of this Court to entertain the present petition, and keeping this question open to be adjudicated in an appropriate proceedings, if so required, we direct the respondents to consider the representation of the petitioner, including the present petition as a representation of the petitioner, and decided the same within a period of three weeks from the date of receipt of a copy of this order, and pass a speaking order thereon.

6. In case the petitioner is aggrieved of the order so passed, it shall be open to the petitioner to challenge the same in accordance with the law.

7. We make it clear that we have not expressed any opinion on the merits of the claim made by the petitioner in the present petition.

8. The petition along with the pending application is disposed of.
