1. I have decided identical batch of petitions on 15.02.2013. The lead case decided is the case titled as Suresh Garg Vs. NDPL & Anr. in W.P.(C) NO. 919/2013. I have dismissed the writ petitions on the ground of delay and laches. Adopting the reasoning contained in the aforesaid batch of cases with lead case titled as Suresh Garg Vs. NDPL & Anr. in W.P.(C) No. 919/2013, the present petitions are also dismissed.
