Consequently, present writ petitions are disposed of with a direction to the Deputy Commissioner (South West), Kapashera to decide the stay applications within a period of four weeks of receipt of this order. The appeals are also directed to be heard and disposed of as expeditiously as possible, preferably within a period ofthree months ofreceipt ofthis order.

Parties are directed to appear before the Deputy Commissioner (South
West), Kapashera on 26^ July, 2013 at3.00 p.m.
It is clarified that even the issue whether the cost imposed by the
SDM has to be paid or not shall be decided by the Deputy Commissioner
(South West), Kapashera at the interim stage.
Till the stay applications are decided by the Deputy Commissioner
(South West), Kapashera, petitioners shall not be dispossessed without due process of law.

With the aforesaid observations, present writ petitions and pending applications stand disposed of
