JUDGMENT
1. The Minutes of Meeting dated 15.01.2014 is placed before us by DUSIB. It does not indicate discussions on several issues which we had referred to in the earlier orders, particularly, manhandling of persons by Delhi police. Even counsel for Delhi Police admits that the Minutes of Meeting does not discuss the said issue.
2. It is stated by two NGOs, viz., Shahri Adhikari Manch-Begharaon Ke Saath and Mahilayen Pragati Ki Or that they have not been invited in Apex Body meeting. Reason given by Mr. Chauhan for not inviting them in the said meeting is that their representatives are not members. But, what we observe is that for the last so many hearings, they are participating.
3. We are of the view that since both the above NGOs have participated in the proceedings/debate, there is no harm in inviting them to participate in the meetings of the Apex Body. Mr. Chauhan states that he has no objection to invite these NGOs to take part in the meetings of Apex Body.
4. In view of the above, we direct the respondents that they must conduct a meeting within three weeks and discuss all the issues.
5. NGOs are at liberty to raise the issues, which they are projecting before us.
6. Counsel appearing for the DDA be supplied copies of affidavits filed.
7. List on 26th February, 2004.
